According to the Road Traffic Act, loads must be secured:
The load on a vehicle must not shift in a way that could interfere with the safe operation of the vehicle. The load must remain in place in the cargo area and on the vehicle under all possible acceleration, braking, and cornering situations.
(Road Traffic Act 729/2018, Section 109, Subsection 1)

The load must be secured using support, binding, locking, and covering methods.
(Road Traffic Act 729/2018, Section 109, Subsection 2)

Section 109, Subsection 1 of the Road Traffic Act states that the load must remain in place under all possible traffic situations. The wording is absolute, and this includes hard braking and evasive maneuvers.

The adequacy of load securing can be assessed using various calculation formulas. These formulas can be used to determine the number of securing devices required. However, all possible calculations must be made in accordance with standard EN 12195-1:2010. Alternatively, load securing can be tested following the guidelines of EN 12195-1:2010.
